Why each state matters

Driver licences in Australia are managed by each state and territory. The requirements for overseas driver licence translation, conversion, testing, and identification documents cannot be summarised by a single “same across Australia” statement.

For newcomers to Australia, the most common pitfall is assuming that a NAATI certified translation is valid for use in any state. In reality, the purpose and the state change the document requirements.

NSW: Check Transport for NSW accepted sources first

The Service NSW overseas licence transfer page states that if your overseas licence is not in English, you need a Transport for NSW-approved translation. The Acceptable translations list includes:

  • Multicultural NSW.
  • Department of Home Affairs.
  • Consulate-General of the Republic of Korea (for Korean licences).
  • Taipei Economic and Cultural Office (for Taiwanese licences).

Therefore, the NSW page should be written cautiously: if you are converting to an NSW licence, you should not simply say “get a NAATI translation” without first confirming the currently accepted sources by Transport for NSW.


Queensland: NAATI translation is more explicitly mentioned

The Queensland Government page for transferring to a Queensland licence states that if your overseas licence is not in English, you need to bring a recognised English translation from an approved NAATI translator. Source: Queensland Government.

However, this does not mean that once the translation is done you will automatically be able to convert your licence. You may still need:

  • The original overseas licence.
  • Identity documents and Queensland proof of address.
  • Medical declaration or medical certificate.
  • Road rules test or practical driving test, unless you meet exemption criteria.

Victoria: Updates need special attention

Victoria’s overseas licence conversion rules have been updated in recent years. Licence holders from some countries or regions may need to complete a Learner Permit Test, Hazard Perception Test, or Drive Test. Before submitting documents, check the latest VicRoads requirements.

For a content page, the best approach is not to list fixed rules, but to guide clients to first confirm:

  • Which state you currently live in.
  • Where your licence was issued.
  • Whether you intend to drive short-term or convert to a local licence.
  • Whether your licence has expired.
  • Whether you already have proof of address and identity documents.

Practical checklist for our clients

  1. Ask about the purpose first: driving short-term, renting a car, buying a vehicle, or converting a licence – requirements differ.
  2. Then ask about the state: do not use the same explanation for NSW, QLD, and VIC.
  3. Finally check the documents: is the licence in English? Is it legible? Are any supplementary documents needed?
